Rig Nema was a Consular Jedi doctor in The Clone Wars episode “Voices.”
A Consular Jedi was a Jedi who devoted themselves to the study of diplomacy or science. In the episode “Voices” Nema treated Yoda after the Jedi Council became concerned about Yoda’s claims of communicating with Qui-Gon Jinn.
Catherine Taber, who was the voice of Padmé Amidala in The Clone Wars, voiced Rig Nema.
